The resources of the State are neither ample nor flexible enough to contain the threats to national security. This is especially so, if measures to ensure stability and protection remain inconsistent with social and economic requirement. Government has taken all necessary steps to provide security to individual citizens but results remain wanting due to lack of resources, ignorance of public and insufficient expertise.
If the security expertise and trained persons available are organized commercially in private sector, it will help in maintenance of law and order by providing security to citizens, industries. Banks, private organizations and Foreign Missions against terrorist acts, subotage, theft and other crimes.
